Deputy County Manager Emily Lucas provides leadership to many of the County’s internal service functions, including Budget, Finance, Human Resources, General Services, and Facilities Design & Construction. She promotes budgetary, fiscal and workforce accountability through the application of sound policies, procedures, and best practices. She also serves as the County’s liaison to the Wake County Public School System and Wake Technical Community College, and serves on WCPSS’s Joint Facilities Core Team.
Lucas joined Wake County in January 2016 as Deputy Finance Director. Prior to joining the County, she served as finance director for the towns of Garner and Zebulon and worked with the State of North Carolina Department of Cultural Resources.
A native of North Carolina, Lucas is a graduate of Meredith College, where she earned dual degrees in Accounting and Public History. She earned and has maintained the designation of Certified Public Accountant since 2006. She has completed the Public Executive Leadership Academy, Municipal & County Administration Program, and the Leading for Results Program at the UNC School of Government.
Emily Lucas also serves as chair of the Supervisory Committee for the Local Government & Civic Federal Credit Unions.
