Deputy County Manager Duane Holder provides leadership in support of the County’s goals of Community Health & Vitality, Growth & Sustainability, and Economic Development. He provides executive oversight of the departments of Health & Human Services, Housing Affordability & Community Revitalization, Environmental Services, Workforce Development, Cooperative Extension, and assists with oversight of the County’s Behavioral Health initiatives.
Holder joined Wake County in June 2021. Prior to joining Wake, he served as Deputy County Manager for Cumberland County, North Carolina. Before moving to Cumberland County, he served as Deputy County Manager and Chief Financial Officer for Pitt County, North Carolina. Holder also co-founded and served as Chief Financial Officer for PORT Health, a regional behavioral health care agency serving eastern North Carolina.
A veteran of the United States Air Force, Holder has a Bachelor of Science in Business Administration from Mount Olive College and a Master of Public Administration degree from East Carolina University. He is a graduate of the Harvard Kennedy School’s Senior Executives in State and Local Government, has completed the Municipal & County Administration program through the UNC School of Government, is a member of ICMA, and holds the ICMA-Credentialed Manager designation.
