The 2022 CAPER and 2022 HOPWA CAPER report progress for the third year of the 5-year Consolidated Plan mandated by the National Housing Act of 1990. These documents describe the housing and community development activities that were carried out with CDBG, HOME, HOPWA and ESG grant funds during fiscal year 2022 (July 1, 2022 - June 30, 2023). CDBG, HOME, and ESG funds support households living in Wake County. HOPWA funds assist households with HIV/AIDS living in Wake, Johnston, and Franklin counties.

PUBLIC HEARING WAKE COUNTY - Preservation and Reinvestment Initiative for Community Enhancement (PRICE) Grant Competition

NOTICE IS HEREBY GIVEN THAT Wake County will hold a public hearing on Monday, April 15, 2024, at 2:00 PM in the Wake County Justice Center, 300 S. Salisbury St., Raleigh, Room 2700, 2nd floor. The purpose of the public hearing is to receive comments on the needs of manufactured housing communities in Wake County. HUD issued the PRICE competition Notice of Funding Opportunity (NOFO) to preserve long-term housing affordability for residents of manufactured housing units or manufactured housing communities. Wake County must advertise and receive public input on how funds will be used. Wake County will use the feedback received to help inform the grant application.

Public Notice – 601 Method Road – Transitional Housing

To all interested agencies, groups, and persons: On or about January 2, 2024, Wake County Housing Affordability & Community Revitalization will send a request to the U.S. Department of Housing and Urban Development (HUD) for the release of federal funds under the HOME Investment Partnerships Program (HOME) and HOME Investment Partnerships American Rescue Plan Program (HOME-ARP). The release of these funds is requested for 601 Method Road Transitional Housing in Raleigh, NC.

NOTICE IS HEREBY GIVEN THAT Wake County (Wake) Housing Affordability and Community Revitalization (HACR) Department is amending the Wake County 2020 Annual Action Plan and the 2020-2025 Consolidated Plan to approve the use of Emergency Solutions Grants Program (ESG) funds for Landlord Incentives under the Coronavirus Aid, Relief, and Economic Security Act (CARES Act).

In response to the Coronavirus Pandemic (COVID-19) the U.S. Department of Housing and Urban Development (HUD) notified Wake of additional ESG fund allocations to be used to prevent, prepare for, and respond to COVID-19.

Wake will amend the 2020 Annual Action Plan and 2020-2025 Consolidated Plan to reflect the waivers, including additional eligible activities, under the CARES Act. $270,000 in ESG funds will be used for Landlord Incentive activities facilitating assistance to eligible communities to prevent and respond to the spread of COVID-19.

On August 16, 2021, HACR will ask the Wake County Board of Commissioners to approve this amendment.

Public Hearing: Wake County 2021 Action Plan for Affordable Housing

NOTICE IS HEREBY GIVEN THAT Wake County will hold two public hearings. The first hearing will be on Monday, Feb. 1, at 5 p.m. Due to the COVID-19 Safer-at-Home Order, Wake County will hold the hearing virtually. The purpose of this public hearing is to receive comments from interested parties on the County’s housing and community development needs. Wake County will use the information received to prepare the draft 2021 Action Plan. NOTICE IS HEREBY GIVEN THAT Wake County is preparing the 2019 Consolidated Annual Performance and Evaluation Report (CAPER) and Housing Opportunities for Persons with AIDS (HOPWA) CAPER. These reports are the fifth part of the 5-year Consolidated Plan (July 2015–June 2020) mandated by the National Housing Act of 1990 and are required in order for Wake County to receive federal Community Development Block Grant (CDBG), Housing Opportunities for Persons with Aids (HOPWA), HOME Investment Partnerships, and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). The 2019 CAPER describes the housing and community development activities that were carried out during fiscal year 2020 (July 1, 2019–June 30, 2020) within Wake County, outside the city limits of Raleigh. The HOPWA CAPER describes activities carried out with HOPWA funds to assist households living with HIV/AIDS in Wake, Franklin and Johnston counties. Notice of 10-Day Public Comment Period for Wake County 2020 Action Plan Amendment:

NOTICE IS HEREBY GIVEN THAT Wake County (Wake) Housing Affordability and Community Revitalization (HACR) Department is requesting public comments on a second distribution the Coronavirus Aid, Relief, and Economic Security Act (CARES Act) grant funding for a period of 10 days starting August 24, 2020. All public comments will be considered prior to finalizing the plans for use of these funds. View the full notice here. Notice of 2018 CAPER Availability

Wake County has prepared the 2018 CAPER (Consolidated Annual Performance and Evaluation Report). This report is mandated by the National Housing Act of 1990 and is required in order for Wake County to receive federal Community Development Block Grant (CDBG) and HOME money from the U.S. Department of Housing and Urban Development (HUD). A separate CAPER report is prepared for Housing Opportunities for Persons with AIDS (HOPWA) funds.

The 2018 CAPER describes the activities that were carried out with HOME and CDBG funds during fiscal year 2019 (July 1, 2018, through June 30, 2019) within Wake County outside Raleigh and Holly Springs. Less than One Month Left to Apply for Rental Assistance through House Wake!

​If you’re behind on rent or facing eviction, there’s still time to apply for help through the House Wake! COVID-19 Eviction Prevention Program. Applications are being accepted until midnight Wednesday, Dec. 30.

“With the national moratorium on evictions set to expire at the end of the month, those struggling due to COVID-19 are fearful they won’t be able to stay in their homes,” said Wake County Board of Commissioners Chairman Greg Ford. “We encourage anyone who is struggling to pay rent or facing eviction to act fast and apply for assistance online or over the phone.”

The House Wake! COVID-19 Eviction Prevention Program consists of a three-step process:

1.      Eviction Prevention
Through a partnership with the Telamon Corporation, the county helps tenants and landlords cover rent shortfalls, resulting from a loss of income due to COVID-19. House Wake! pays 100% of up to six months of approved tenants’ back rent owed from March through December 2020. In return, the landlords must agree to forgive the remaining rent owed and offer to discount rent by 25% for January through March 2021.

2.     Eviction Mediation Services
Through a partnership with Legal Aid of North Carolina, the county provides free legal support for tenants who need legal counsel for mediation services or to negotiate filed evictions with landlords; and

3.      Relocation Assistance
The county helps relocate residents whose housing situations could not be stabilized through steps 1 or 2.

Eligible applicants must:

  • Be a renter legally residing in Wake County;
  • Have a legally binding North Carolina lease that covers the assistance period;
  • Demonstrate that they have suffered financially from COVID-19; and
  • Not receive any other forms of rental assistance such as Housing Choice Vouchers, NC HOPE, Section 8 or senior housing subsidies.

 

While there are no income requirements, priority is given to residents with an income that does not exceed 80% of area median income (AMI) at the end of 2019 or pre-COVID-19.

House Wake! Phase I Awarded Funds

The Wake County Department of Housing Affordability & Community Revitalization has been working diligently to respond to the needs of our County’s most vulnerable populations as a result of the COVID-19 pandemic. Wake County has committed nearly $11.5 million in federal funding for these efforts through Phase I of the House Wake! Strategic Plan, with over $5.77 million of this funding available directly to partnering community agencies. 

We are excited to announce that through the House Wake! Strategic Plan we have partnered with thirteen key community organizations to provide much needed services to vulnerable populations including individuals, families, youth, victims of domestic violence, and justice involved youth and adults. This partnership will ensure that these populations have access to housing assistance, street outreach, temporary housing, and case management.

Wake County will continue to monitor and respond to our community’s needs so that every person has access to safe, affordable housing during the COVID-19 pandemic and beyond. 

The CARES Act, H.R. 748, signed into law on March 27, 2020, provides additional flexible funding to state, local, tribal and territorial governments, and public agencies, through familiar and new programs that can be used to address housing instability and homelessness. 

  • $1,258,790 through Community Development Block Grants (CDBG) 
  • $626,800 through Emergency Services Grants (ESG) 
  • $132,656 through Housing Assistance for Persons with Aids (HOPWA)

House Wake! Phase II Announcement

The County's Department of Housing Affordability is seeking qualified community partners to assist with implementing the second phase of the House Wake! Strategic Plan. 

In Phase I, the County successfully selected partners to implement programs focused on addressing the various needs of households who are homeless, cannot access financial resources, and face a high risk of contracting COVID with negative outcomes.  

Phase II of House Wake! will focus on helping to reduce evictions in Wake County, by providing resources for tenants and landlords.  

The House Wake! Phase II three-step intervention process will consist of:  

  • Eviction Prevention which aims to provide financial assistance to tenants and landlords to cover rent shortfalls resulting from a loss of income; 
  • Legal services, provided pro bono, for tenants who need legal counsel to negotiate filed evictions with landlords; and 
  • Homelessness Prevention and Relocation Assistance, which will assist with relocating residents whose housing could not be stabilized through Interventions #1 or 2. 

Partners for this next phase include: 

  • City of Raleigh 
  • Legal Aid of North Carolina 
  • The Partnership to Prevent and End Homelessness 
  • Community partners selected through the Phase II RFP and LOI process

House Wake! Strategic Plan Announcement

Wake County is excited to announce our House Wake! Strategic Plan and to release our Request for Letters of Interest to partner on its implementation.

House Wake! is a strategic plan to minimize the effects of COVID-19 on homeless and precariously house Wake County residents, while maximizing opportunities for positive long-term outcomes. This six-to eight-month strategic plan uses and coordinates federal, state and local funding to address the COVID-19 crisis within our homeless and precariously housed population and aims to move the maximum number of individuals possible to housing stability.

2015-2020 Consolidated Plan

Wake County Housing Division's 2015–2020 Consolidated Plan addresses the needs of our priority populations with our housing and community development programs. It includes a housing and homeless needs assessment and market analysis, a strategic plan and a one-year Action Plan. 

30-Day Comment Period

The County is encouraging the public to submit comments on the documents for a 30-day period starting March 1, 2020. In April 2020, a final draft will be submitted for approval to the Board of Commissioners.

Analysis of Impediments to Fair Housing Choice

This document is a comprehensive review of Wake County's demographics, economics, housing, land use, zoning, transportation, and other conditions. It takes the data from this review and assesses how these conditions impede the availability and accessibility of housing to the protected classes. It then describes actions the community can take to overcome identified impediments. A fair housing plan is then developed as part of the five-year Consolidated Plan. The fair housing plan describes the actions Wake County's Housing program will take to address the identified impediments. 

Public Notice – Pennington Grove II Senior Apartment Development

Public Notice – Wake County's Intent to Enter into a Programmatic Agreement with North Carolina State Historic Preservation Office

On February 4, 2019, the Wake County Department of Housing Affordability and Community Revitalization will ask the Wake County Board of Commissioners to approve the amendment below: 

Amendment to the 2018 Action Plan: Reprogramming $330,000 in CDBG public facility funds from the Apex Pleasant Park project to the Irongate Water Line project for the construction of water lines for a predominantly low- and moderate-income neighborhood, Irongate, in the Town of Apex.

Public Notice – Broad Level Tiered Review – Housing Rehabilitation Program

To all interested agencies, groups, and persons: On or after April 29, 2024, Wake County Government will submit a request to the U.S. Department of Housing and Urban Development, Greensboro, NC, Program Office for the release of Community Development Block Grant (CDBG) funds under Title I of the Housing and Community Development Act of 1974, as amended, to undertake the following program:

Tier 1 Broad Review Project/Program: The Housing Affordability & Community Revitalization (HACR) department will put into effect a Housing Rehabilitation Program that will include the following grant programs:

  1. Elderly & Disabled Grant Program (E & D) – E & D program serves elderly households that are earning less than 50% of the area median income (AMI). As of April 2024, the AMI limit for a family of four is $61,150. E & D is planned to help people stay in their homes with repairs that provide for a safe and healthy environment. Grants up to $20,000 are available to applicants with an additional $10,000 available for radon testing and lead-based paint assessment and abatement.

  1. Emergency Grant Program – This is a one-time-only assistance program, per household. This grant assists owner-occupied households that earn less than 50% of AMI. Applicants can receive a grant up to $5,000 in assistance that includes, but is not limited to, HVAC, roof, and well/septic tank repairs and/or replacements.

  1. Single- and Multi-family Rehabilitation of Sub-standard Houses – The purpose of this program is to prevent and/or correct health and safety problems in owner-occupied homes with households making less than 80% of AMI. As of April 2024, the AMI limit for a family of four is $97,800.

The grant programs listed above are for owner-occupied households that live in Wake County only, and these programs are not intended to assist owner-occupied households that live within the city/town limits of Cary and Raleigh.
